POSITION SUMMARY

Director of Community Services

The Director of Community Services is responsible for oversight of daily and long-term operations of all Home and Community Based Services (HCBS) programs within the Adult Division of the agency. This position works closely with leaders within the division and department heads within the agency in order to support the growth of personnel and programs within the department.The Director of Community Services works closely with the Senior Operations Director and Director of Service Integration to establish and implement policies and procedures that maximizes engagement, best practices , innovation, growth and compliance within the department.

Essential Duties and Responsibilities:

1. Oversees and accountable for the operations of all Home and Community-Based Services (HCBS) programs within the agency’s Adult Division.

2. Develops and implements strategies that maximize synergies among all HCBS program areas.

3. Ensures that all HCBS program activities and operations are conducted in compliance with all local, state, and federal regulations and laws governing business operations.

4. Monitors developments in the field and positions HCBS programs for adoption of technology innovations and other enhancements to service delivery and design.

5. Develops and implements systems for evaluation of the skill, experience and professional development needs of all HCBS staff.

6. Instills and monitors a sense of accountability among team members across all HCBS program areas by modeling tight oversight of individual and program performance standards.

7. Maintains current and up-to-date knowledge of best practice within the field and ensures relevant training for staff.

8. Develops and maintains effective and positive relationships with the broad constituency of HCBS programs including, but not limited to, families, guardians and local/state/federal officials.

9. Ensures cultural competence across the division in recognition of enhancing the effectiveness of diverse perspectives.

10. Works closely with relevant agency functions to ensure adequate staffing resources across program areas.

11. Monitors overall HCBS financial performance, assist in the development of program area budgets and develops long-range plans that align with the agency’s strategic priorities.

12. Uses data analytics to measure activity and drive continuous improvement.

13. Regularly evaluates the results of HCBS programming operations and systems, reports these to the Senior Operations Director, Adult Services and recommend adjustment or change as necessary.

14. Consistently displays managerial courage in making decisions that may not be popular or easy.

15. Consistently models strong leadership principles of humility, emotional intelligence and vision.

16. Actively participates in Maine Association for Community Services Providers (MACSP) committees and advocacy activities.

17. Maintains functional and current understanding of local, state and federal policy and regulations affecting operational activities of HCBS programs.

Education Requirements:
Undergraduate Degree in a Human Services field, preferably with Intellectual/Developmental Disabilities emphasis, plus a minimum of five years related experience or training; or equivalent combination of education and experience.

Experience and Skill Requirements:
Experience working directly with people with developmental disabilities. A keen understanding of or experience working with public and private agencies and service providers in Maine.
Minimum of five years of experience in supervision of personnel.
Demonstrated philosophy of care consistent with corporate values and mission.
